When looking for new people to follow on twitter, consider using search.twitter.com to do some Twitter keyword research and then follow those people who express an interest in the keywords that you are targeting. Try to identify small but active tweeters, because smaller tweeters are more likely to notice what you tweet. People with lots of followers will most likely be too busy to notice you unless they see something you said because they follow someone who follows you.

Oh, and if you use Firefox, you might want to install the Twitter Search Plugin.
